Animal Rights Law Counsel

At the International Centre for Animal Rights and Ethics (ICARE), we offer specialised services designed to advance animal rights law and policy initiatives.

ICARE provides legal research and strategic counsel for NGOs, animal advocates, and coalitions working to strengthen animal rights through law, policy, advocacy and strategic legal action.

We can also consider translation and language adaptation requests for selected advocacy materials.

Access, fees, and pro bono support

We offer paid engagements and aim to keep counsel accessible through:

  • Reduced rate,

  • Sliding-scale fees where possible, and

  • Pro bono placements when funding and capacity allow, based on organisational budget.

Depending on your needs, deliverables may include:

How it works:

2. Scoping and fit check (we confirm objectives, jurisdiction(s), urgency, and capacity)
3. Engagement terms (scope, deliverables, timeline, and confidentiality)
4. Delivery

To scope efficiently, please share:

  • Jurisdiction(s) and decision-maker(s) you are targeting

  • Your objective (what would ‘success’ look like in 6–12 months?)

  • Any existing drafts or documents (bill text, policy memo, campaign plan, legal documents)

  • Your timeline and constraints

  • Preferred working language (English, French, or Spanish)

Scope and limitations

We provide legal research and strategic counsel. We do not act as your legal representative in court proceedings. When representation by licensed counsel is required, we can help you consider referral or partnership options.

We prioritise matters aligned with ICARE’s mission and capacity, and we may decline requests where there is a conflict, where the matter falls outside ICARE’s scope, or where capacity is limited.
